YAP and GPP
The welfare law (Royal Decree of 27 March 1998) requires that every employer assesses the risks, list them up and takes the necessary preventive measures to promote the welfare of his employees at work. These measures are planned over a period of 5 years and included in the Global Prevention Plan(GPP).
The Year Action Plan (YAP) is the list of priorities for the coming year, with a view to improving the health and safety of the employees. The plan identifies the actions to be taken, by whom, when and what resources are needed to perform these actions. Also, the results of the actions of the previous JAP are evaluated. Accidents and incidents are analyzed which happened in the company. If it is necessary, the new JAP is adjusted or additional prevention measures added to the GPP, to be effective for the next years.
Dynamic risk management system
The YAP and the GPP are part of the required dynamic risk management system. Indeed, every employer needs a dynamic and active prevention policy within his company. This systematic policy aims to provide a safe and healthy working environment to combat accidents and improve the welfare.
By whom?
The HSE advisor makes a the plans, but it is ultimately the employer who takes the necessary decisions in consultation with the ICPPW (internal committee prevention protection at work) and the management.
When?
A draft of the year action plan must be submitted to the advisory committee. This must be done before the first day of the month preceding the new year to which it relates. For the companies whose financial year is starting on the 1st of January, the YAP must be submitted to the ICPPW before 1st of November of the previous year. In companies where no committee is active, the YAP is presented to employee representatives or by the procedure of the direct participation of workers.
