Which labels do you stick on chemicals from the 1st of December 2010 ?
The European legislation CLP (Classification, Labelling and Packaging of Substances and mixtures) organizes from the 1st of December 2010 the implementation in Europe of the GHS (Globally Harmonised System) on the classification and labeling of chemicals that the Economic and Social Council of the United Nations approved.
The new rules take a series of changes for producers and importers, but also for users of chemicals. This regulation obtains a higher level of human and environmental protection. It also wants to make the international trade in chemicals easier.
9 new icons
The old square icons in orange are replaced by new diamonds: a black symbol on a white background with a red border. There are two new categories for:
New warning messages
All new symbols have a warning message with the word 'danger' or 'beware'. The words 'DANGER' applies to dangerous chemicals. The previous entries R (risk) and S (Security - security) are replaced by the entries H (HAZARD - threat) and P (Precaution - precautions). At first site, these are similar entries, but you will find no relationship between the former and the new system. The entries of the new system have a different layout and there are more of them.
Which products are concerned?
The new regulations applies to most chemicals, but not all. Radioactive substances, waste, pharmaceuticals, cosmetics, food additives and flavorings, for example, are not covered. The CLP-regulation is not applicable to the carriage of dangerous goods. Therefore, the existing ADR labeling application is used. ADR stands for ‘European Agreement concerning the international transport of Dangerous goods by Road’.
Business Consequences
As a producer or importer, you must re-classify and label your products. Also the safety information on your MSDS sheets (Material Safety Data Sheet) must be changed.
Use only chemicals? You should also make these changes, because you must inform your people about the changes and the new labels.
